STO's and Delivery proposal creation issues in TM

Hello SAP Users,

I am trying to Setup and STO scenario, I am facing below issue

1. Some STO's ( out of 5 STO's, 3 are being sent and 2 not exact same data in all 5) are sent to TM and others are not sent to TM
2. If the Delivery date is same as today's date some how the delivery time is being picked  earlier than start time (i get error message in TM "End of Transportation must be later than Start of Transportation; perform scheduling to solve the problem")
3. For some STO's which i send to TM if i create a Delivery proposal it is not creating

I have create control key which has PO, Oubound and Inbound
